Bonnie, my bar has 2 sets of mounting holes, I figured that these were for HI and LOW. The mounting hardware on the fender is deep enough to accomodate....so, you have 2 bolts on the fender side of the sissy bar and 2 that come up from the bottom through the mounting bracket. good luck
